Telecommunications operators in Finland – statistics & facts


One of the leaders of the European digital sector, Finland has one of the highest shares of information and communication technology (ICT) specialists in the European Union. The country has a competitive telecommunications market dominated by three key players: Elisa, Telia, and DNA. Elisa held the largest share of revenue from fixed-line, mobile, TV, and radio operations, at 37 percent in 2022. Telia Finland, part of Telia Company since 2017, followed closely, while DNA held 23 percent of the market. The three operators provide some of the highest-quality services worldwide, as all of them received the Opensignal Global Mobile Network Experience Awards in 2024.

Mobile network operations are the leading sector for telecommunications operators

Finland’s telecommunications sector generated 3.43 billion euros in revenue in 2022. Mobile network operations contributed over two billion euros, while fixed network operations revenue declined from the previous year. The revenue from television and radio operations, which increased over the past decade, stayed behind the other sectors, having reached 363 million euros.

The major mobile operators in Finland exclusively sell unlimited data plans, focusing on providing various maximum speeds. In 2023, over 43 percent of subscriptions permitted 100 to 299 Mbps speeds. Among the residents of the Nordic countries, Finns rank first by most mobile data usage, with a monthly consumption of nearly 31 gigabytes per capita, which was approximately three times as much as that of Danes.

Terrestrial and cable TV are the preferred connection types

As of 2022, 40 percent of Finnish households were cable or terrestrial TV viewers, while 21 percent used IPTV (Internet Protocol Television). The same year, there were over 1.9 million cable and nearly 590,000 IPTV subscriptions. The number of subscriptions has been rising since 2012. However, the percentage of households with pay TV subscriptions has remained stable, ranging between 25 and 29 percent, over the past decade.

A full and stable 5G coverage is under way

Looking ahead, Finland’s telecommunication operators will be expanding their 5G services. Telia, Elisa, and DNA started the 5G rollout in 2019 and 2020, primarily in urban areas. However, achieving full and stable 5G coverage across the country is still in progress.
